- Tribute to Jean-Claude Schaack
On request of dr. Ramet, dr. Chambers led a tribute to JC Schaack in recognition of his considerable work in establishing the CESP. The current structure, the unification of training programmes and international meetings reflect his hard work and vision. His family were present for this item.

The minutes of the last meeting were approved.
- Report of the president
Dr Hamilton briefly introduced the meeting.
- Report of the secretary-general (J Ramet)
There are now 235 members of the EAP. Discussion with other groups (notably the AAP) continues regularly. The EAPS meeting in Copenhagen saw over 3000 delegates. A full report will be presented at the next meeting. The 2012 meeting will be held in Istanbul between October 6th and 9th. The European Mastercourse in Paediatrics has been launched.
- Report of the chairman of EBP (J Lopes dos Santos)
The role of the EBP was summarised. JLS called for uniformity in syllabus development and assessment across Europe. There was strong support from the floor for more time being allocated to discuss training issues and it was agreed that this would be a priority for a future meeting.
- Financial report (A Biver)
The new contribution arrangements were explained. This has led to small adjustments to the amount paid from each country. Currently the income from individual contributions is less than the cost of the Archives. The society expenses were presented. The balance of the society currently runs at around €200,000. It was agreed that countries who have not paid their contribution for 2 years will lose their vote. It was also agreed that Armand will present a firm proposal about increasing fees from 2012 at the meeting in Vilnius. The budget was approved.
- Update on UEMS questions (B Maillet)
The European Commission prepares and proposes issues that need to be agreed by the EU council and government before becoming legislation. UEMS feeds into that process, and its interrelationships across specialties were explained. The UEMS meets 3 times a year. Challenges for the UEMS include EWTD, mutual recognition of qualification (including an update on the current list of recognised specialties), cross border health care and a European Green Paper on the healthcare workforce. Improvements to the organisation of CME accreditation have also been undertaken including a new web based system. Joint recognition of CME credits between the US and Europe have been agreed, including translation of ‘European’ credits into nationally equivalent credits.
- Scientific issues
- Ethical issues in assessing child asylum seekers
(A Aynsley-Green) AAG discussed the size of the problem with children migrating through Europe. This included assessment of a child’s age, which is practised in very varied ways across different countries. Paediatric input is rare. He called for EAP support deploring the inappropriate use of radiology or intimate examination. The poor treatment of children who are arrested and deported was also highlighted. It was agreed that the advocacy and ethics group will consider how best to highlight this problem.
- European Mastercourse (A Tenore)
Sales of the new book are going well. Purchases through the EAP website generate a 20% reduction. Particular thanks were expressed to Malcolm Levene and Diego van Esso for their contributions.
- Archives of Disease in Childhood report (P Hoyer)
PH acts as liaison officer on the editorial board of ADC. European contributions are increasing steadily. The impact factor remains high.
- Medicines information for parents (T Stephenson)
Information available for parents and children about medication is poor. The paediatric British National Formulary (BNF) has improved information for prescribers, but to improve information for families, leaflets have been developed (www.medicinesforchildren.org.uk) that are available free for download.
- Adaptation of the statutes of EAP (J Ramet)
- Statutes and byelaw proposal
The statutes of the EAP (as separate from the UEMS) mandate the creation of three groups (primary, secondary and tertiary). It was suggested that the election of the chair of each group is to be changed to allow that person to be from outside Europe. Secondly changes to the voting system to allow greater weight to the liaison officers from European Societies was proposed. There was lively debate and it was agreed to circulate the proposed wording to members and that voting will occur in Lithuania. Concerns about these changes, and the relationship of UEMS and EAP components of the meeting were aired. The tertiary group may need separate voting arrangements, but a proposal will be put together and circulated.
- Short report from working group, committees, projects
Primary and Secondary care had discussed the alignment of training with the European Mastercourse. A completed syllabus is hopefully to be ready for December 2011. Training within primary care needs unifying, particularly between northern and southern Europe. A taskforce is meeting to look at standardising assessment. Tertiary care group had discussed the neonatal network across Europe. There was also discussion about Emergency Medicine training (deferred for later discussion). The Neurology syllabus was approved by the meeting. The adolescent group had discussed the UK training program. It was agreed that the EAP should explore with e-Learning for Healthcare (UK) the possibility of making it available across Europe. Curricula from a variety of countries will be circulated in order to try to standardise them. The advocacy group is planning to address issues around asylum seekers and vaccination uptake. The ethics group discussed a statement on the ethics of withdrawal of care and the meeting approved it. The statement will now be placed on the EAP website. A statement on Phase 1 research in children will be discussed with ADC for possible publication. Training in ethics was discussed, as was a statement on female circumcision.
This will be brought to the next meeting. EAPRASnet has put two papers forward for publication including one on vaccination. Two studies are active (online) including one on antibiotic usage. Further research topics were discussed, including collaborative work with GP networks.
- EAP management and secretariat (P Hamilton, J Ramet)
The EAP will tender for a management secretariat. It is hoped to complete this by June 2011.
- Tender for IT company and website (P Hamilton, J Ramet)
The website development has been problematic, and although it is currently working, other providers are being sought.

Calls for nominations will be sent round and voting will take place in Vilnius. The closing date will be early in 2011, but will be circulated to the entire membership.

There was a presentation of the planned meeting in Vilnius from 19th – 21st May 2011. It will be followed by the First Baltic Paediatric Congress. Some adjustment of the current program may be needed to allow sufficient time for EAP business.
- EAP Spring meeting 2012, 2013
Prague will host the EAP meeting in 2012 and Jerusalem in 2013.
